It doesn't matter that this was the US. The Police in any country cannot be trusted with surveillance technology.
There will always be someone, or really several someones who will relish being able to stalk someone on a whim. Or to do a mate a favour.
It's the nature of organisations set up to protect property and to enable state violence.
The power is what attracts the worst folks to wield it.
